BLAST

1) USE_SMARTNET option isn't supported by TOOLBOX and hence, it is removed from exe_ssequin and smartnet project is removed from build procedure
2) The following configurations are built: Debug, DebugDLL, DebugMT, Release, ReleaseDLL, ReleaseMT

3) blast6.1(ncbi).msi has only the executables that ncbi distributes.

4) blast6.1_setup.msi is all executables
